New FSB Security Restrictions Along the Russian-Estonian Border

Russia imposes restrictions at the border with Estonia / FSB limits movement and access on the Narva River

The order covers the Kingisepp and Slantsy districts and a section of the Narva River. This is a localized security measure; no standard inbound route to Moscow, St. Petersburg, or the Golden Ring runs through the affected zone.

The order on the ground

• Window: September 16–26.
• Land: 5-kilometer strip along the state border in the Kingisepp and Slantsy districts of Leningrad Oblast.
• River: small vessels prohibited on the Narva River between the Bolshaya Cheryomukha and Kryusha (Krivasoo) rivers.
• Night: movement banned outside populated areas inside the 5-kilometer strip.
• Prohibited items: hunting and carrying firearms within the same area.

Context

The FSB cites prevention of illegal border crossings, clandestine migration, and protection of aquatic biological resources, per informat.ro. Estonia's Police and Border Guard Board was aware the restrictions were coming but received no formal notification from Moscow, according to ERR. Estonia's border representative Andris Viltsin told ERR: "The Russian side has imposed measures like these from time to time depending on the situation. It is not routine, but neither is it anything particularly extraordinary." He added the baseline is already tighter on the Russian side: "Not everyone can enter Ivangorod (Jaanilinn — ed.) — you need an invitation to do so."

ERR also reports Russia is fortifying the Narva River bank. Estonian Interior Minister Igor Taro did not rule out a connection to a post-election mobilization window. EU foreign ministers are discussing a coordinated response to potential hybrid actions, per informat.ro.
