Instrument Selection Matrix
Entry clearance into Canada splits into two documents: a visitor visa or an Electronic Travel Authorization (eTA). Which one applies is determined by three variables — citizenship of the traveller, type of travel document held, and mode of transport (air, land, or sea). There is no universal default, and the two instruments are not interchangeable.
IRCC directs applicants to the official eligibility questionnaire housed in the Visit Canada tab of the government portal. The tool returns the required document set after a short input sequence. Skipping the questionnaire is the first documented failure mode: applications built on an assumed instrument type are rejected on document grounds at intake.
Mandatory Submission Checklist
- Passport validity: minimum six months remaining beyond the planned travel date. No conditional exemptions appear in the published guidance.

Transit Layer
If a Canada segment functions as a layover rather than a destination, the same visa or eTA requirements apply. The IRCC clarification does not flag a separate transit-only document category. Passengers clearing Canadian immigration, even briefly, fall under the same compliance perimeter as arriving visitors. Build the buffer into the connection window accordingly — do not assume airside transit exempts the traveller from the instrument check.
