What the UK guidance mandates

The advisory is categorical. Operational priorities, in order:

• Detention exposure. FCDO's capacity to assist is "extremely limited." Russia treats dual British-Russian nationals as Russian citizens; UK consular staff are unlikely to gain access. A second nationality must be reported to Russian authorities within 60 days of acquisition—or within 60 days of return to Russia if acquired abroad. Penalty ceiling: up to 200,000 rubles (or one year of income) and up to 400 hours of compulsory work.
• Conscription lockout. Men aged 18–30 with Russian citizenship face two-year mandatory service, called year-round. Once a draft notice appears on the federal electronic register, departure is barred. Reporting to the conscription point is mandatory within seven days.
• Airspace volatility. Ongoing drone strikes and Russian air-defence activity drive short-notice restrictions. Arrival and departure slots into Russian airports can compress without warning.

India entry: pipeline update

Russia's Ministry of Foreign Affairs is reviewing proposals to reduce or fully waive electronic visa fees for Indian citizens to drive bilateral tourism, according to Sberbank India's reporting. The move reciprocates India's earlier waiver of consular fees on e-tourist visas for Russian visitors. The fee concession is under evaluation, not yet implemented—confirm at booking, do not assume.

Sequencing for any inbound plan

Three checkpoints sit ahead of confirmation:

• Pull the FCDO page the same week flights are fixed. The advisory's hard status controls insurance validity.
• Verify embassy status in the arrival city (Moscow or Ekaterinburg) within 72 hours of departure. Operating status is itself volatile.
• Bake buffer time into both legs. Short-notice airport restrictions are the norm at Russian hubs, not the exception.

Fail-safe default: while the line reads "against all travel," treat insurance coverage, consular access and embassy uptime as zero. Build the itinerary only after that line shifts.
