Moldova Scales Back Consular Presence in Russia Amid Diplomatic Tensions

Moldovan consular operations inside Russia are contracting. According to Moldova's Foreign Minister Mihai Popșoi, only a handful of Moldovan diplomats remain in Moscow, and the ministry is struggling to deliver consular services to its own citizens on Russian territory.

For any traveler holding a Moldovan passport, the procedural consequences are immediate. Routine services — passport renewals, document legalization, emergency travel papers — depend on staff that is no longer in place.

The diplomatic footprint

The reduction is reciprocal. Russian diplomats still posted at the embassy in Chișinău can be counted on one hand, Popșoi stated on the Cinema 1 television channel. Previous Moldovan expulsions of Russian diplomats have prompted mirror responses from Moscow. The net result: a skeletal mission on both sides of the border.

Why the Russian ambassador stays

Proportionality. Popșoi cited the principle of proportionality as the reason Chisinau has not yet declared the Russian ambassador persona non grata. Possible retaliation could touch economic relations, the diaspora, or trigger further escalation. No NATO member state has taken such a step against the Russian Federation, the minister noted.

Pre-departure checklist for Moldovan citizens

  • Confirm passport validity before booking. Standard renewal processing inside Russia is no longer dependable.
  • Carry notarized copies of key documents. Apostille and legalization queues are bottlenecked.
  • Register with the Moldovan embassy in Moscow on arrival. Response capacity is limited; delays are expected.
  • Identify the nearest interim consular point. Mobile outreach services, if any, are the only fallback.
  • Monitor MFA Moldova travel advisories. Status changes may move without public notice.

Fail-safe routing

If consular access inside Russia fails entirely, the standard workaround is a third-country stop. Romania, Turkey, or another EU member state remains the reliable route for full-document services. Plan buffer time accordingly — and do not assume a same-week turnaround.
