Russian visa registration: your step-by-step arrival route
The Russian visa registration process for foreigners has a fixed operational deadline. For most foreign citizens, the host party must submit migration registration when the stay exceeds seven business days.

Weekends and public holidays are excluded from this count.
The rule applies after arrival at the place of stay. It is separate from the visa itself, the migration card, border control, and any visa support letter used during the application. A valid visa does not replace registration. A stamped migration card does not complete registration. The registration slip is the document that confirms the host party has reported your address to the migration authorities.
The process is normally handled by a hotel, landlord, or inviting organization. Since March 7, 2025, a digital self-service route has also been available through the Gosuslugi portal, but it has strict prerequisites and does not remove the need for a host party in ordinary accommodation arrangements.
Start with the correct deadline
Calculate the deadline from the date of arrival at the place where you are staying. Do not calculate it from the visa issue date. Do not calculate it from the date printed on a booking confirmation.
For a standard foreign visitor, registration is not legally required if the stay is shorter than seven business days. Retain evidence of the stay anyway:
- Entry and exit tickets.
- Hotel bookings.
- Transport records between cities.
- Copies of the migration card.
- Accommodation confirmations.
- Any registration document issued during the trip.
These records establish the travel timeline if a border, police, or migration officer asks why no registration slip was issued.
If the stay exceeds seven business days, the host party must submit the notification of arrival. The host party is normally:
- A hotel, hostel, or other licensed accommodation provider.
- A landlord or property owner.
- A Russian individual providing accommodation.
- An inviting company, university, tour operator, or other organization.
- The owner of the property, where the foreign citizen has the relevant right to use it.
The host party is the responsible filer. The foreign visitor supplies documents and information, but should not assume that handing over a passport completes the procedure.
Treat the seven-business-day period as a compliance buffer, not as spare travel time. A delayed hotel check-in, a weekend, or a change of address can consume it without warning.
Nationality-specific deadlines
The standard seven-business-day rule is not universal. International agreements and special immigration categories can provide longer periods. The available rules include the following deadlines:

Use the nationality and status that apply at the time of entry. A visitor who holds more than one citizenship should not select the more convenient rule without confirming which passport was used for entry and which legal regime applies to that stay.
A special deadline does not change the underlying procedure. The host party still submits the migration registration notification, and the visitor still needs to preserve the resulting document.
Documents required at arrival
The registration file normally depends on three records:
1. The foreign passport.
2. The migration card issued at the Russian border.
3. The accommodation details supplied by the host party.
The passport must correspond to the document used for entry. If you entered Russia on one passport and present another passport at the hotel or migration office, the mismatch can stop the filing process.
The migration card must be completed accurately. Check the following fields before leaving border control:
- Name and surname spelling.
- Passport number.
- Date of birth.
- Citizenship.
- Purpose of entry.
- Intended place of stay, where requested.
- Entry date.
The purpose of entry is not a cosmetic field. A tourist visa, business visa, work visa, study visa, and private visa establish different compliance conditions. Do not ask a host party to “correct” the purpose to match the accommodation. The entry record must match the visa and the actual legal basis for travel.
A registration slip may be issued as a paper document or as a digital confirmation, depending on the filing route and local procedure. Keep a scan and a paper copy. Border officers may ask for evidence at departure, and a future visa application may require a consistent record of previous stays.
Address changes create a new filing task
Registration is linked to the place of stay. A multi-city itinerary therefore requires operational control.
If you stay in a hotel in Moscow, then move to a private apartment in Suzdal, then continue to a hotel in St Petersburg, each host party must manage the notification for its own address. The first registration does not automatically cover the rest of the itinerary.
At every transfer:
- Give the new host your passport and migration card.
- Confirm the check-in date.
- Ask when the notification will be filed.
- Request the registration confirmation.
- Retain the previous confirmation.
- Recheck the final departure date against the visa or e-visa limit.
A short stop between two registered addresses can still create a problem if the host refuses to file or if the accommodation is not authorized to receive foreign guests. Confirm the accommodation’s ability to handle foreign travel registration in Russia before payment becomes non-refundable.
Hotel registration in Russia: the standard route
Hotels and licensed accommodation providers must register foreign guests within 24 hours of arrival. This is the most controlled route because the hotel has established procedures, staff familiar with migration forms, and a legal obligation to report guests.
At check-in, provide:
- The passport used for entry.
- The migration card.
- Visa information, where applicable.
- The exact departure date if requested.
- Details of the next address if the hotel’s system requires them for internal records.
The hotel should prepare the notification of arrival and provide the visitor with the registration confirmation or slip. Ask for it before leaving the property. Do not rely only on the statement that “the system has accepted your passport.”
Check the document against the passport:
- Full name.
- Passport number.
- Date of birth.
- Date of arrival.
- Address of stay.
- Host party details.
- Registration period.
An error in the address can matter if you are stopped outside the hotel or if the document is checked during departure. Request correction immediately. Do not wait until the final day of the trip.
A hotel registration usually covers the hotel address and the period reported by the accommodation. It does not authorize a visitor to spend the rest of the trip at an unreported private address. If the itinerary changes, notify the new host.
What to do when the hotel changes
If a hotel changes ownership, moves your reservation, or transfers you to another property, ask which legal entity is filing the notification. The accommodation name on your booking and the host party on the registration document may differ. That is not automatically a violation, but the filing must identify the actual place and responsible host.
For a long stay, request an updated confirmation after any extension. A registration document issued for the original booking period may not cover additional nights.
Private accommodation and landlord filings
Private accommodation has more failure points. A landlord may have a valid lease but no practical procedure for migration registration. A short-term rental host may be willing to take payment but unable or unwilling to act as the host party.
Confirm before arrival:
- Who is the host party.
- Which documents the host will submit.
- Whether the address is eligible for registration.
- Whether the owner or authorized representative will attend in person.
- When the registration slip will be delivered.
- What happens if you extend the booking.
- What happens if you move to another address.
The notification can be submitted by the host party in person at a post office or Multifunctional Center. The digital route through Gosuslugi is also available under the specified conditions.
A lease agreement is not the same as a registration confirmation. A landlord’s message, payment receipt, or apartment booking does not replace the notification of arrival. Keep the registration slip separately from the lease.
If the landlord refuses to register you, the compliance problem remains. The legal responsibility may fall on the host, but the visitor can still face practical consequences during an inspection, at departure, or in a later visa application. Move to accommodation with a functioning registration process rather than waiting for the deadline to expire.
Digital migration registration through Gosuslugi
The Gosuslugi route began on March 7, 2025. It allows migration registration to be submitted digitally and is processed within up to three business days.
This is not an instant arrival stamp. Build processing time into the itinerary. If the seven-business-day deadline is approaching, a submission made without enough buffer can leave the visitor without a completed registration document when the deadline expires.
The digital process requires:
- A verified Gosuslugi account.
- A Russian mobile phone number.
- A notarized Russian translation of the foreign passport.
- Accurate accommodation and arrival information.
- The required participation or confirmation of the host party, unless the visitor qualifies to act in the relevant capacity under the property rules.
The translation requirement is operationally significant. A passport translation arranged after arrival may take time, and not every translation office will provide the notarized format accepted for the filing. Arrange the document in advance where possible.
The system’s compatibility with every foreign passport format is not established. Passport layouts, machine-readable zones, transliteration, and identity fields can produce different results in digital verification. Do not treat the online route as the only route for a time-sensitive trip.
Digital filing sequence
Use this order:
1. Create or verify the Gosuslugi account before travel.
2. Obtain a Russian mobile number that will remain active during processing.
3. Arrange the notarized Russian passport translation.
4. Confirm the exact address of stay.
5. Enter the arrival date from the migration card.
6. Submit the notification through the migration registration service.
7. Track the application status.
8. Download or retain the electronic confirmation.
9. Compare the completed record with the passport and accommodation address.
10. Escalate to the host party, MFC, or another filing route if the application is rejected or remains unresolved.
A digital submission receipt is evidence of submission. It is not necessarily the final registration confirmation. Keep both records.
If you are changing addresses before the digital application is processed, contact the host party and determine whether the application must be withdrawn, amended, or replaced. Do not maintain two inconsistent address records.
The ruID requirement is a separate control
The ruID mobile application concerns a different entry regime. From June 30, 2025, through December 31, 2027, visa-free travelers covered by the pilot must submit an entry request through the app at least 72 hours before arrival.
This requirement must not be confused with migration registration.
The ruID entry request applies to the specified visa-free travelers, with stated exclusions including:
- Citizens of Belarus.
- Diplomats.
- Children under six.
It does not replace a standard paper visa. It does not replace an e-visa. It does not replace registration at the place of stay. A traveler can complete the ruID request and still require migration registration after arrival.
For a visa-free trip, run two separate control tracks:

Do not submit ruID at the last possible moment. A 72-hour minimum leaves no useful margin for a failed upload, incorrect passport data, phone failure, or a change in flight schedule. The entry request should be part of the pre-departure file, alongside the passport, ticket, accommodation address, and insurance records.
E-visa holders: validity is not registration
Since August 23, 2025, a single electronic visa is valid for 120 days from issuance, with a maximum permitted stay of 30 days in Russia.
These are two different limits:
- The 120-day period controls how long the e-visa can be used after issuance.
- The 30-day period controls the maximum stay after entry.
Do not confuse the e-visa validity period with the migration registration deadline. The registration obligation is determined by the length and conditions of the stay, not by the fact that the visa is electronic.
An e-visa holder should verify:
- The e-visa number and passport match.
- The entry occurs within the 120-day validity window.
- The departure occurs within the permitted 30-day stay.
- The host party has filed registration when required.
- Each new accommodation address is handled separately.
- The migration card is retained until departure.
An e-visa does not create a special exemption from registration. It only changes the visa authorization mechanism.
Visa validity controls entry and stay. Migration registration controls the reported place of stay. These are separate compliance systems.
Consequences of a missed filing
Failure to register within the applicable deadline can trigger administrative penalties. For foreign citizens, the stated fines range from 2,000 to 5,000 rubles. In Moscow, St Petersburg, Moscow Oblast, and Leningrad Oblast, the fine can reach 7,000 rubles.
The exposure is not limited to the fine. Possible consequences include:
- Administrative detention or disruption of the itinerary.
- Deportation.
- A re-entry ban of up to five years.
- Problems with future Russian visa applications.
- Additional scrutiny at the border.
- Delays when departing the country.
The host party also faces liability. Legal entities that fail to register foreign guests can face fines in the range of 400,000 to 500,000 rubles, depending on the violation and enforcement decision.
If the error is discovered, do not discard the itinerary or leave the accommodation without a record. Use this recovery sequence:
1. Ask the host party to identify the missing or incorrect filing.
2. Request immediate submission or correction.
3. Obtain the submission receipt.
4. Contact the relevant MFC, post office, or migration authority if the host cannot resolve the issue.
5. Preserve copies of the passport, migration card, booking, payment record, and all messages with the host.
6. Do not overstay the visa or e-visa while the registration issue is being corrected.
7. Obtain professional legal assistance if an officer issues a protocol, detention order, deportation decision, or entry restriction.
A late filing does not automatically erase the violation. The objective is to stop the breach, document the correction, and avoid compounding it with an overstay or false address.
The working arrival protocol
Use the following sequence for a standard trip:
1. Before departure: confirm whether the trip uses a paper visa, e-visa, or visa-free regime.
2. Before departure: check the nationality-specific registration deadline.
3. Before departure: confirm that every hotel or private host can complete migration registration.
4. At the border: inspect the migration card before leaving the control area.
5. At the first accommodation: provide the passport and migration card immediately.
6. Within the hotel’s 24-hour window: obtain the hotel registration confirmation.
7. For private accommodation: confirm which host files the notification and which submission channel is used.
8. For Gosuslugi: prepare the verified account, Russian phone number, and notarized translation before the deadline.
9. At every address change: repeat the host-party process.
10. Before departure: verify that the stay does not exceed the visa, e-visa, or visa-free limit.
The practical file should contain paper and digital copies of:
- Passport.
- Visa or e-visa.
- Migration card.
- Registration slip or electronic confirmation.
- Accommodation bookings.
- Internal transport tickets.
- Host contact details.
- ruID confirmation, if the visa-free pilot applies.
Fail-safe route
If the primary accommodation cannot provide registration, do not build the trip around verbal assurances. Move the booking to a hotel or host with a documented filing process. If the Gosuslugi application fails, use the host-party route through a post office or MFC. If a registration document contains an incorrect address or passport number, request correction before changing cities.
The safe operating principle is simple: maintain a document trail for every address, every border entry, and every deadline. Registration is not an optional hotel form. It is a separate migration obligation with a defined clock, a responsible host, and penalties for missed compliance. Expect the system to require buffer time. Plan the backup before the first filing fails.
