Heihe Border Crossing Sees 56% Surge in Travel Following Visa-Free Policy

The surge comes roughly one year after China introduced visa-free entry for Russian citizens. Procedural upgrades at the site have compressed clearance times and shifted traveler behavior from same-day shopping runs to multi-day stays.

The Heihe Entry-Exit Border Inspection Station has deployed the following measures:

• Bilingual Chinese-Russian service desks at the inspection site
• Multilingual smart translation devices for officers and travelers
• Self-service clearance facilities in operation
• Online pre-completion of entry cards available before arrival
• Russian-language instructions for entry forms on screens outside the joint inspection hall

"These measures have helped shorten waiting time and improve the border clearance experience," said Miao Lei, Deputy Head of Duty Team One at the station.

Shift in Russian traveler patterns

The visa-free regime has restructured how Russian visitors use the border corridor:

• Same-day shopping trips converted to multi-day stays of four to five days
• Repeat-visit frequency rising across the segment
• Group travel replacing solo excursions for many travelers
• Local service businesses in Chinese border cities adding Russian-speaking staff and bilingual menus
• Catering and retail sectors reporting revenue growth from the longer-stay segment

"This is my fourth trip to Suifenhe since the visa-free policy took effect. Border clearance is much faster now. In the past, I could only come here for some simple shopping. Now I can travel here with my friends," said Ilina, a Russian tourist.

"All our employees can speak Russian, and our menus are bilingual. Communication is smoother, so our customers have a better experience. Russian customers now stay for four or five days, and we have more repeat customers," said Zhang Wei, manager of Lena Restaurant in Heihe.
